The Honourable André Brossard was born in Montreal on January 10th, 1937, son of the late Honourable Roger Brossard, former judge of the Court of Appeal and of the Superior Court of Quebec, and Simone Blais. He studied at Collège Ste-Marie (B.A. in 1956, summa cum laude) and at the Faculty of Law of University of Montreal (L.L.L. 1959). In 1960, he received the gold medal of the Bar of Paris given to the candidate who obtained the best results in civil law at the Quebec Bar admission exam.
He first practiced with the firm of Tremblay (Lucien, former Chief Justice of the Province of Quebec), Deschênes (Jules former Court of Appeal judge and Chief Justice of the Superior Court of Quebec) and Forget (André, later judge of the Provincial Court of Quebec). He then joined the firm Brais, Campbell, Mercier, Leduc and Pepper from 1962 to 1964. From 1964 to 1978, he was a member of the firm of Stikeman, Elliott, Tamaki, Mercier and Robb, as senior partner from 1971 to 1978. From 1978 to 1983, he was a senior partner with the firm of Desjardins, Ducharme, Desjardins, Bourque. He was specialized in civil, commercial and administrative litigation. He was appointed Queen's Counsel in 1976.
Member of the Bar from 1960 and of the Canadian Bar Association from 1964, he participated actively in the affairs of the Bar : member of Council of the Junior Bar of Montreal from 1965 to 1967; member of Council of the Bar of Montreal and of the executive committee of the Quebec Bar in 1970 and 1971; member of the special committee of the Quebec Bar mandated to negotiate with the Government of Quebec the terms and conditions of application of the Professional Code to the Quebec Bar; vice-president of the Quebec Bar 1975/1976, and Bâtonnier general of the Quebec Bar in 1976/1977; member of the Board of the Federation of Governing Bodies from 1976 to 1978.
The Honourable André Brossard was also very active on a national level. He was member of the National Executive Committee of the Canadian Bar Association from 1979 to 1981, president of the Quebec Branch of the C.B.A. in 1982 and 1983. In 1981, he became the Canadian Vice-President of l'Union Internationale des avocats.
The Honourable André Brossard was appointed a puîné judge of the Superior Court for the district of Montreal on December 1st, 1983.
He was appointed to the Court of Appeal of Quebec on June 30, 1989.
He became actively involved in the national judicial affairs from the earliest dates following his appointment to the Superior Court. He became one of the founding Directors on the first board of the National Judicial Institute. He was member of council of the Canadian Judges Conference (now the Canadian Superior Court Judges Association) from 1984 to 1995; he became President of the Conference for the year 1992-1993 after being a member of the executive committee during three years. He was a member of the compensation committee of the Association from 1987 to 2000. On the provincial level, he was the founding president of the Conference des juges des Cours supérieures du Québec. |
