Mr. Justice Benoît Morin, B.A., LL.L. was born in Quebec City on November 27, 1942 and is the son of Bernardin Morin, commercial representative, and Pauline Blanchet.
He studied at the Collège des Jésuites in Quebec City (B.A. 1961), at Laval University Law Faculty (LL.L. 1964), and Ecole nationale d'administration in Paris (1967).
Called to the Quebec Bar in 1965, he worked as a legal adviser for the Department of Justice of Quebec from 1966 to 1969. From 1969 to 1971, he was assistant to the Law Clerk of the Quebec Legislature. In 1971 and 1972, he fulfilled the functions of Assistant Deputy Minister of Justice of Quebec and, in 1972 and 1973, he was Assistant Clerk of the Conseil exécutif. In 1973, he was appointed Executive Assistant to the Premier of Quebec, and he fulfilled those functions until 1976. After having carried out the duty of Associate Deputy Minister of Justice of Quebec, he was appointed Vice-President and General Counsel of Central Mortgage and Housing Corporation, in Ottawa, where he worked from 1977 to 1979. From 1979 to 1981, he successively carried out the roles of Vice-President and President of the Commission de refonte des lois et des règlements of Quebec. From 1981 to 1984, he fulfilled the functions of Vice-President and head of the legal department and, from 1984 to 1986, those of Senior Vice-President of Human Resources and Legal Affairs at the National Bank of Canada, in Montreal. In 1986, he was appointed Associate Secretary General (Legislation) at the Conseil exécutif, in Quebec City. Then, from 1986 to 1994, he carried out the role of Secretary General of the Conseil exécutif. Appointed to the Quebec Superior Court on September 27, 1994, where he served until his nomination to the Quebec Court of Appeal on December 4th, 2001.
Member of the Board of Directors of the Junior Bar of Quebec from 1969 to 1971. Lecturer in legal drafting and interpretation of statutes at the Laval University Law Faculty from 1971 to 1974. Member of the Conference of Commissioners on Uniformity of Legislation in Canada, in 1972 and 1973. Member of the organizing committee of the International Association of Young Lawyers' conference held in Quebec, in 1976. President of the Management Committee on Legal Data Processing at the Department of Justice of Quebec from 1979 to 1980. Member of various committees of the Canadian Bankers Association and the Canadian Payments Association, from 1981 to 1986. From 1988 to 1994, member of the Board of Directors of the Alumni Association of Laval University, assuming the presidency in 1993. Member of the Board of Directors of the Laval University Foundation from 1993 to 1995. |
