Born in Quebec City on October 17 1950, he is the son of the late Charles-E. Rochette, engineer, and Lorraine Picard. He was raised in La Malbaie where he completed his secondary school studies. As of September 1966 lived with his family in Quebec City where he carried out his post-secondary school studies at the CEGEP de Sainte-Foy (D.E.C.) after which he attended the Faculty of Law at Laval University and graduated in 1972 with a L.L.L. degree.
Admitted to the Bar of Quebec in 1974, he first practiced law in the office of St-Hilaire, De Blois, and then from 1975 to 1984 at the Department of Justice of the Government of Quebec, seconded to the Department of the Environment; starting in 1984 he was in the Office for legal affairs of the Quebec Department of Justice– Quebec (litigation section). In 1989, he became the chief of this Office until he was appointed in 1994 to the Superior Court.
He was president of the Union of lawyers and notaries in the public service (1987) (as it was then called), founding director of the Association of legal executives in the public service and subsequently president of that Association (1991-1993). He was also president of the Professional training committee of the Quebec Bar (1992-1994), taught at Bar School (1989-1992) and participated in a number of conferences particularly dealing with Administrative Law, Civil Procedure and representation before tribunals.
He was appointed Judge of the Superior Court of Quebec on November 1, 1994 and elevated to the Quebec Court of Appeal on February 1, 2000. He was president of the Conference of judges of the Superior Courts of Quebec (1999-2000). |
