Composition
The Human Rights Tribunal consists of at least seven members appointed by the government, namely a president chosen from among the judges of the Court of Québec and six assessors. The term of office of the president and of the assessors is five years, and is renewable (section 101). The Government may designate other judges from that court to sit as members of the Tribunal either to hear and decide an application or for a determined period (section 103). All members, judges and assessors, are chosen for their notable experience and expertise in, sensitivity to and interest for matters of human rights and freedoms. They are governed, in particular, by a code of ethics prescribed by the president, who ensures that its rules are observed (section 106).
